Kerrville knows what it means to rebuild. When the floodwaters rose and receded, what remained wasn't just debris, damage, and heart-wrenching pain — it was a community still standing, still looking out for one another, and still finding its way back to the places that matter most.
One of those places is Lehmann-Monroe Park.
Tucked along the banks of the Guadalupe River and connected to the greater Louise Hays Park corridor, Lehmann-Monroe has long been a quiet constant in Kerrville life. Dog walkers. Kids on bikes. Neighbors crossing paths on the trail.
A Park Built for This Moment
The City of Kerrville, in partnership with Whirlix Design, is proud to share the vision for a transformative renovation of Lehmann-Monroe Park — a project designed not just to upgrade a green space, but to restore something the Kerrville community has needed: a place for everyone to come together.
This isn't a simple facelift. What's being planned is a full-scale reimagining of a beloved piece of Kerrville — one that honors the character of the land, the spirit of the Guadalupe River corridor, and the very real need for a space where every member of this community feels welcome.
What Is Lehmann-Monroe Park Today?
Lehmann-Monroe Park sits on the south side of Highway 16, adjacent to Louise Hays Park, and together they form one of Kerrville's most cherished park systems. A river trail and walking path connect the two spaces, weaving through native trees and open green lawns that have served as the backdrop for countless family memories.
The existing park is home to a dog park that has become a neighborhood staple — and that beloved community feature is being reshaped and expanded. But the space around it? It's about to become something extraordinary.
The Vision: A Gathering Place for Every Generation
The proposed renovation of Lehmann-Monroe Park is one of the most ambitious parks projects Kerrville has ever undertaken. Here's a look at what's being planned:
An Inclusive Landscape Structures Playground
At the heart of the design is a world-class playground by Landscape Structures — one of the most trusted names in outdoor recreation. The centerpiece is the Volo Aire™, a soaring three-story tower featuring three tunnel slides that send kids spiraling back down to the ground. Climbing to the top is an adventure in itself: a winding path made of LSI's revolutionary Flexx® steel-reinforced net wraps the tower, while a vertical climbing challenge rises straight through the center for kids who want to take the more thrilling route up.
Volo Aire isn't just about reaching the top — it's packed with activities at every level to keep kids engaged and delighted along the way, and it's designed to keep the flow going even when a whole crew of kids is playing at once. The tower itself is as stunning to look at as it is to climb, with perforated panels at the mid-level and vertical wood-look slats higher up, creating views that feel exciting for climbing kids while giving parents excellent visibility into the action from the ground.
A custom Guadalupe Bass climber — a nod to the official state fish of Texas and a true Hill Country icon — gives the playground a sense of place that's unmistakably Kerrville.
Surrounding the tower, the design is loaded with inclusive play events that ensure every child has a way to participate, including:
- Sway Fun® Glider — a group glider that lets kids of all abilities swing and sway together
- We-Go-Round® — an accessible, ground-level spinner built for wheelchair access and group play
- Rhapsody® Outdoor Musical Instruments — interactive musical play panels that turn the playground into a sensory soundscape
- Cozy Dome® — a quiet, enclosed dome for kids who need a calming retreat from high-energy play
And that's just the beginning. With climbing features, net bridges, and dozens of additional play events woven throughout the space, this playground is designed to serve children of all ages and abilities, so every kid in Kerrville has a place to play.
An Aquatix Splash Pad
Kerrville summers are no secret — and the new Lehmann-Monroe is ready for them. The proposed Aquatix splash pad is a large-scale, fully accessible water play destination featuring age-appropriate zones for toddlers, families, and older kids. Custom GFRC sculptural features inspired by the Texas Hill Country — including a Guadalupe Bass, a horned owl, a fawn, turtles, and frogs — turn the splash pad into an immersive, nature-themed experience that's as beautiful as it is fun. LED lighting extends the magic into the evening hours. No pool membership required. Just show up and cool off.
SkyWays Shade Structures
Because nobody should have to leave a great park just because the sun showed up. SkyWays shade structures will cover key areas of the playground and splash pad, giving families the comfort to stay longer and enjoy the space across all hours of the day.
And So Much More The full vision for Lehmann-Monroe extends well beyond the playground and splash pad. The proposed plan includes:
- Two dog parks
- Pickleball courts
- Basketball courts
- A performance stage and amphitheater with seating walls
- Covered pavilions and picnic areas
- An educational boardwalk featuring local history, native flora, and Guadalupe River ecology
- Two new restroom facilities
- Expanded parking
- Food truck station
- Native landscaping, signature trees, and river trail connections
This is a park designed to be used — all day, every day, by every member of the Kerrville community.

The design for Lehmann-Monroe is intentionally inclusive — in every sense of the word. Accessible pathways, inclusive play elements, splash features for all abilities, shaded rest areas for parents and grandparents, off-leash space for four-legged family members. There is something here for everyone. That's not an accident. It's the point!
